4. 一次邮件交待完整信息

最好在一次邮件中把相关信息全部说清楚,说准确。不要过两分钟之后再发一封什么“补充”或者“更正”之类的邮件,这会让人很反感。

5. 尽可能避免拼写错误和错别字,注意使用拼写检查

这是对别人的尊重,也是自己态度的体现。如果是英文Email,最好把拼写检查功能打开; 如果是中文Email,注意拼音输入法带给你的弱智同音别字。在邮件发送之前,务必自己仔细阅读一遍,检查行文是否通顺,拼写是否有错误。

认真落实关于谈话函询的有关规定,对反映党员干部一般性问题线索,抓早抓小,及时通过函询谈话的方式,给相关人员“踩刹车”、“拉警报”,防止其小错酿成大错、违纪滑向违法。谈话函询结束后,把具体情况通报到所在单位党组织和组织人事部门,并与干部使用、考核相结合,切实发挥出谈话函询的辐射效果。

(二)存在的问题

一方面是谈话后回访内容比较笼统,缺乏针对性;另一方面是回访工作具体由被谈话人单位纪检工作人员操作,往往缺乏专业的心理学知识,对心理疏导缺乏专业性。

三、改进“谈话”、“函询”措施使用的几点思考

(一)提高认识和业务能力

纪检监察机关是政治机关,不是单纯的办案机关,必须坚持惩前毖后、治病救人的工作方针。谈话人切勿急功近利,奔着处罚处理的目的,仅仅以被谈话人认错为主要目的,忽略谈话的内容形式的重要性。谈话人要真正摆正自身定位,以同志的身份,关心关爱干部的角度,让被谈话人真正意识到这是组织的关心关爱,从而正确对待,正视自身问题。通过谈话提醒了解干部、关心干部、爱护干部,使党员干部及时意识到自身存在的问题,让松弛的纪律得以重新绷紧,把问题消除在萌芽状态,起到“惩前毖后、治病救人”的效果。此外,还要加强纪检监察工作人员的心理学知识培训,强化谈话后回访的专业性心理疏导。

(二)做好谈话前的外查工作

一方面是对问题线索做好外围调查,对问题发生的时间、背景进行多方面查证,从被谈话人的职责、性格等方面进行多角度分析,并对谈话内容进行必要的研讨和推演。二是多方了解干部的情况,要通过查阅干部档案、考察情况登记表、个人简历,向分管领导询问等方式,熟悉谈话对象的年龄、学历、专业、工作经历、家庭、奖惩、性格等情况,全面了解谈话对象的优缺点,工作有何擅长,群众评价怎样,工作和生活中还存在哪些困难和问题。同时,结合干部身上存在的个性和共性问题,与干部换位思考,以心换心,在谈心谈话过程中突出重点,精准发力,共商解决之道。

(三)切实落实权利义务告知制度

谈话工作的第一项内容就是权利义务告知,在实践中往往因工作任务重、时间紧迫,会压缩被谈话人了解权利义务的时长,致使被谈话人不了解自身的权利义务。大部分人对“被纪委谈话”一事也不好开口请教,有的被谈话人甚至在谈话结束后很长时间里都忐忑不安。所以要保证被谈话人阅读权利义务告知书的时长,对被谈话人的疑问进行详细解答,使其充分了解自身的权利义务。

(四)注重谈话技巧
